RFP Interior Painting & Drywall Repair Project
Milanof-Schock Library
REQUEST FOR PROPOSAL

LIBRARY INTERIOR PAINTING & REPAIR PROJECT
The Milanof-Schock Library of Mount Joy, PA is requesting bids from qualified contractors with experience and references to paint and repair the drywall of the main library at 1184 Anderson Ferry Rd, Mount Joy.

The project will include painting and repair/replace to all currently painted interior surfaces in the main library room, foyer, entrance area and the two offices immediately adjacent to the large reading room. The trim and large columns are included in the estimate.  The work must be done in accordance with the Library’s operating schedule and other repair work being done at this time. The Library staff will be responsible for moving the Library’s materials and furnishings within reason. It is expected the contractor will need to cover some furnishings while working.
The carpeting contractor suggests the following schedule:
Week 1 – Thursday, October 6, 2016: paint middle section of the library to include the circulation desk area and all overhead work as needed

Week 2 – Thursday, October 13: paint one side (approximately 1/3) of the Library to include and all overhead and trim work as needed. The Director’s office will be painted.

Week 3 – Thursday, October 20: paint one side (approximately 1/3) of the Library to include and all overhead and trim work as needed. The staff workroom/office will be painted.
The foyer of the Library will also be included in the scope of work.  It may also be possible to do some work on Fridays, when the Library is closed, prior to these dates to facilitate the time table.
All proposals must be submitted in a sealed envelope, clearly marked “LIBRARY-2016 Interior Painting & Repair Project” to the Milanof-Schock Library Board of Trustees at 1184 Anderson Ferry Rd, Mount Joy PA by Saturday, July 30 at 1:00 p.m., at which time they will be publicly opened and read. A bid award is anticipated to be made by Monday August 1, 2016 by 5:00 PM. A Notice of Award will be mailed to the successful bidder. The Milanof-Schock Library Board of Trustees reserves the right to reject any and all proposals or to waive any informality in the proposals, or to omit and/or alter any proposal item if it appears to be in the Library’s best interest. The successful contractor shall furnish a 100% PERFORMANCE BOND and shall be required to execute the contract agreement within ten (10) days following notification of the acceptance of his proposal.
The Milanof-Schock Library Board of Trustees assumes no responsibility or liability for costs incurred by vendors in responding to this RFP or in responding to any further request for interviews, additional data, etc. The proposal shall be signed by an official authorized to bind the offer and shall contain a statement to the effect that the proposal is a firm offer for a ninety (90) day period from opening. The Library reserves the right to reject any or all proposals as it may determine, to waive any non-material irregularities, defects in form or information in any RFP, and to accept or reject any item or combination of items, where the best interest of the Town is served.

REQUEST FOR PROPOSAL

MOVING LIBRARY FURNISHINGS, BOOKS AND SHELVING

The Milanof-Schock Library of Mount Joy, PA is requesting bids from qualified contractors with experience and references to move the contents of the main library at 1184 Anderson Ferry Rd, Mount Joy.

OVERALL PROJECT GOAL: The total project will include completely removing and installing new carpeting in the main library and the two adjacent offices. To facilitate this the contents of the library will need to be shifted.  The work must be done in accordance with best library practices to keep like materials together and in order.  The Library’s timeline must be maintained to facilitate all repair work being done and to serve the public as completely as possible during the time.
The Library staff/volunteers will be responsible to coordinate moving the contents of the offices that are not furniture and to assist in moving the Library’s lending collection to keep it in the best possible order. Some offsite storage may be required for larger items. Some preliminary work will be done by the staff and volunteers and the Library System IT department to set up for Week One.
The carpeting contractor suggests the following schedule. To accommodate this schedule, we require four moves at the following times.
Week 1 – Wednesday, October 5, 2016, beginning at 5:30 PM through completion: Completely remove the furnishings and library material from the middle of the library (between the pillars – not to include the shelves between the pillars). The destination for the materials and shelving is the Library’s large meeting room, which will be set up to function as a lending library until the week of October 23.

Week 2 – Wednesday, October 12, beginning at 5:30 PM through completion: Move the left side of the library to the center area vacated the previous week. This will include the shelves between the pillars. The Director’s office furnishings will be moved.

Week 3 – Wednesday, October 19, beginning at 5:30 PM through completion: Move left side of the library back to the original location with some minor modifications.  Replace the Director’s office furniture. Move the right side of the library to the center area now vacated. This will include the shelves between the pillars. The Staff office furnishings will be moved.

Final moves – week of October 23: Return Staff Office furnishings to the office. Move left side of the library to designated locations. Return the Center Library furnishings from the meeting room to their locations. This must be done when the Library is closed for normal business.
